Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 5870/03C, 5870/04C and 5870/12, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted (including any areas of hardstanding) shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON2, CON7, H13, G2 and D1 of the South Oxfordshire Local Plan 2011.

No development shall take place until written approval has been given by the Local Planning Authority to a sample panel of the external brick walling showing the pointing, mortar mix, profile and colour. The sample panel(s) shall be erected on the site of the development and retained until development is completed, and the panel(s) shall thereafter be removed from the site. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON2, CON3, CON7, G2 and D1 of the South Oxfordshire Local Plan 2011.

That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON2, CON3, CON7, H13, G2 and D1 of the South Oxfordshire Local Plan 2011.

The applicant or their agents or successors in title shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Reason: To safeguard the recording of archaeological matters within the site in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027, Policies CON11 - CON13 of the South Oxfordshire Local Plan 2011 and with the National Planning Policy Framework (2012).

Following the approval of the Written Scheme of Investigation referred to in condition 6, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation,including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To safeguard the recording of archaeological matters within the site in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027, Policies CON11 - CON13 of the South Oxfordshire Local Plan 2011 and with the National Planning Policy Framework (2012).

That a replacement tree shall be planted within the site in accordance with the recommendations of the Tree Report dated 20 May 2016 (produced by John Cromar's Arboricultural Company Limited) and in accordance with drwg no.5870 03C. The replacement planting shall be implemented within 18 months of the commencement of the approved development and, in the event of the tree so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position first approved in writing by the Local Planning Authority. Reason: To compensate for the loss of the Horse Chestnut tree in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policy C9 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) the tree protection fencing as shown on drwg no.1-38-4019/P2 RevA contained with the Tree Report dated 20 May 2016 shall be implemented and the agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, CON7 and D1 of the South Oxfordshire Local Plan 2011.
