Conditions / Refusal Reasons
The application has failed to establish an essential need for the permanent siting of the static caravan on the site for purposes of agriculture or for any other lawful use of the land. That the location of the unauthorised use outside of the built-up limits of Thame is therefore contrary to policy H15 of the South Oxfordshire Local Plan; policies CS1, CSR1 and CSS1 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework regarding the appropriate and sustainable location of new development.

The application has failed to demonstrate an essential need for the stationing of the mobile home in connection with either agriculture or any other lawful use of the land. The mobile home therefore constitutes an unnecessary encroachment of urban development into the countryside, which is contrary to policy CSEN1 of the core strategy; policies G2, G4, C4 and E5 of the local plan; and government guidance contained in the NPPF aimed at protecting the countryside, valued landscapes, local character and distinctiveness.
