Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 593 4, 593 5 A, 593 6, 593 1 A, 593 7, D_15_2114_100, 593 8, 593 9, D_15_2114_101, 593 3 B and 593 2 E, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That the development hereby approved shall not commence until a detailed specification of the type, design and external finish of all the replacement windows and doors on both the Lodge and the barn have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027.
External repairs to the fabric of Rangers Lodge and the adjacent barn shall be like-for-like and matching adjacent material.
Reason:In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027.
That prior to the first occupation of the Rangers Lodge and Barn, details of the landscaping and surfacing treatment details for the parking area shall be submitted to and approved in writing by the Local Planning Authority.
Reason: To preserve the setting of the listed building in accordance with policy Con 5 of the South Oxforshire Local Plan.
Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.
No development including site clearance stripping or demolition shall commence until either: a) a bat licence issued by Natural England pursuant to the Regulation 53 of The Conservation of Habitats and Species Regulations 2010 authorising the specified activity to go ahead; or b) a statement and justification in writing from a suitably qualified ecologist to the effect that it does not consider that the specified activity will require a licence and a mitigation method statement demonstrating how impacts can be mitigated, has been submitted to and agreed in writing by the Local Planning Authority Local Planning Authority. Thereafter, approved measures shall be carried out and retained in accordance with the approved details.
REASON: To protect the important species on the site, in accordance Policy C8 of the South Oxfordshire Local Plan and the requirements of the NPPF.
