Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BS 318 100B, BS 318 001, 13 1289 04 T01, BS 318 201, BS 318 200, BS 318 100A, BS 318 002 and BS 318 102 and the Energy and Sustainability Statement, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified in the additional information submitted with the application or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The commercial floor space shall be limited to the areas as shown on approved drawings, BS 318 - 100a and 100b, and shall not include the provision of additional mezzanine floors unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of highway safety, the provision of car parking and the manoeuvring of HGV's in accordance with policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plans and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 described in Schedule 2, Part 7, Classes F and H (or any order revoking or re-enacting that Order), no windows or other openings other than those shown on the approved plans shall be inserted in the rear elevations of the commercial units. Reason: To safeguard the amenities of the occupants of adjoining residential properties in accordance with Policies D4 of the South Oxfordshire Local Plan 2011.
