Conditions / Refusal Reasons
The site lies in the Oxford Green Belt. The proposed development by reason of its location, scale and site coverage would unacceptably erode the openness of the Green Belt and would detract from the landscape setting of Oxford and therefore constitutes inappropriate development. The council have considered the special circumstances in support of the proposal but considers them insufficient to outweigh the substantial weight the Council must give to any harm to the Green Belt. As such the proposal would be contrary to advice contained in the National Planning Policy Framework, accompanying Planning Practice Guidance and to policy CSEN2 of the adopted South Oxfordshire Core Strategy and saved policy GB4 of the South Oxfordshire Local Plan.
