The proposed development would result in the permanent loss of a public house in the village of Checkendon, which supports its categorisation as a smaller village. It is considered that the premises has been insufficiently marketed for use as a public house or any alternative A1/A2/A3 commercial use (that could be carried out under permitted development rights) that could offer an alternative public benefit to the local community. Consequently, the application has failed to demonstrate that the continued commercial use of this community facility is not economically viable. As such the proposal would be contrary to the aims of Policy CSR3 of the South Oxfordshire Core Strategy and Policy CF1 of the South Oxfordshire Local Plan 2011 and advice contained within the NPPF.
