The proposed development fails to provide adequate provision for car parking and cycle storage. The development would not be served by a safe and adequate pedestrian footpath. As a result the development would result in indiscriminate parking elsewhere within the locality and pose severe harm to users of both the proposed development and the local highway. The development is contrary therefore to the provisions of saved policy T1 and T2 of the South Oxfordshire Local Plan and the National Planning Policy Framework.
