The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PP0010 A, PP0030 A, 02, PE0011 A, PE0010 B, PP1030 B, PP2030 B, PP2032 A, 0596 1.1 Rev C, L001, PV0001 A, PV0002 A, PV0003 A, PV0004 A, PP0011 A, PP0012 A, PE0012 A, C 05 13 and PD0001, except as controlled or modified by conditions of this permission. Prior to the commencement of the development hereby approved a full specification of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. Prior to the commencement of development details of a Suds-based drainage system should be submitted to and approved and approved in writing by the local planning authority. The details shall be supported by design calculations and details of the future management and maintenance of the Suds systems. The drainage system shall be constructed in accordance with the approved details prior to the first occupation of the flats. No development shall commence on site (other than demolition) without the appointed archaeologist being present other than in accordance with the submitted written scheme of investigation. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Prior to development a detailed plan of access, including but not limited to the new access and closure of existing access and provision of footway to the site frontage on Goldsmiths Lane, shall be submitted to and approved by the Local Planning Authority. This shall include a detailed plan showing drop kerbs and tactile surfacing to aid pedestrian movements along Goldsmiths Lane The new access shall be constructed in accordance with the approved details prior to the first occupation of the flats. Prior to first occupation of the flats the parking and manoeuvring areas shall be provided in accordance with the approved plans and retained as such. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The permanent occupation of the flats shall be restricted to those persons of 55 years or over and the partners of such persons. Reason: As the scheme provides for sheltered accommodation where parking standards are reduced in accordance with saved polices T1 and T2 of the adopted South Oxfordshire Local Plan.

The bathroom windows in the side elevations (east and west) of the Block A hereby permitted shall be glazed in obscure glass, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.

10% of the units shall be designed to meet Lifetime Home standards. Reason: To ensure a satisfactory mix of units in accordance with Policy CSH4 of the South Oxfordshire Core Strategy 2027.
