The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 02 Rev A, 10 Rev M, 05 Rev A, 06 Rev A, 08, 04 Rev A, 03 Rev A, 01, 14 Rev G, 15 Rev A, 13 Rev A, 12 Rev D and 11 Rev K, except as controlled or modified by conditions of this permission.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to occupation of the development hereby permitted the proposed means of access onto Reading Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken.

Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The proposed access hereby permitted shall not be brought into use until the existing access onto Reading Road is permanently and effectively closed in accordance with a scheme to be first submitted to and approved in writing by the Local Planning Authority.

Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No  building  shall  be  occupied  until  the  whole  of  the  footways  shown  on  the  layout  plan 
accompanying  the  application  including  all  necessary  works  (tactile  paving  etc),  and  all surface water drainage works have been laid out, constructed and completed in accordance with  a  specification  to  be  submitted  to  and  approved  in  writing  by  the  Local  Planning Authority prior to the commencement of development.

Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development.  The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times.

Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development.  

Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

A  Construction  Traffic  Management  Plan  (CTMP)  shall  be  submitted  to  and  approved  in 
writing by  the Local Planning Authority prior to the commencement of development. The approved  CTMP  shall  be  implemented  prior  to  any  works  being  carried  out  on  site,  and shall be maintained throughout the course of the development.

Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to commencement of the proposal a revised Servicing Management Plan will need to be submitted detailing delivery times and routing. The Highway Authority will not support any routing of vehicle through the centre of Goring. In addition no deliveries to take place during peak traffic periods. (between 7.30 to 9.30am & 4.30 - 6.30pm)

Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway

Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be carried out in accordance with the recommendations contained in the Environmental Acoustic Assessment ref KR04040 v1.1(Full) dated September 2014 by KR Associates.  

Reason: To safeguard the amenities of residents of nearby properties in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

The opening hours of the premises hereby permitted shall be restricted to the hours of 0700 to 2300 hours Monday to Sunday. 

Reason: In the interests of the amenities of the occupants of nearby properties and in accordance with Policies G2 and EP2 of the South Oxfordshire Local Plan 2011.

With the exception of newspaper deliveries, deliveries shall only take place between 0900 and 1600 hours Monday to Friday, 1000 to 1500 hours on Saturdays, Sundays and public holidays. 

Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
