The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P16/S2506/DIS

That the development hereby approved shall be carried out in accordance with the details described in the Design & Access Statement, dated 03-03-2016 and on the following approved plans, 001, LOC-002 and BLO-001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P16/S2506/DIS

The parking area hereby permitted shall only be constructed in materials which are SUDS compliant as specified in the supporting documents and the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to accord with Sustainable Drainage Systems (SUDS), in accordance with Policies CSEN1, CSEN3, CS1, CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON5, D1, G2, and R7 of the South Oxfordshire Local Plan 2011.

Prior to occupation of the development hereby permitted the means of access onto Nuffield Hill is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be preserved and properly maintained. In the event of any of the trees dying or being seriously damaged or destroyed, a new tree or equivalent number of trees, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To safeguard trees and other vegetation which are visually important in accordance with Policies CSEN1, CSEN3, CSQ3 and CS1 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON5, D1, G2, G4 and of the South Oxfordshire Local Plan 2011.

The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Reason: To safeguard the recording of archaeological matters within the site in accordance with the NPPF (2012), Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11 and CON13 of the South Oxfordshire Local Plan 2011.

Following the approval of the Written Scheme of Investigation referred to in condition 7, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To safeguard the recording of archaeological matters within the site in accordance with the NPPF (2012), Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11 and CON13 of the South Oxfordshire Local Plan 2011.
