Conditions / Refusal Reasons
The proposed development would lie outside the built up area of any settlement and the proposal fails to demonstrate an overriding functional need to warrant the provision of a rural workers' dwelling. As such, the proposed change of use would be contrary to Policy CSR1 of the South Oxfordshire Core Strategy and to advice set out in Paragraph 55 of the National Planning Policy Framework. Furthermore, in the absence of sufficient justification, the mobile home would fail to protect the countryside for its own sake and would detract from the landscape setting of Henton, contrary to Policy CSEN1 of the South Oxfordshire Core Strategy and Policies C4, G4 and D1 of the South Oxfordshire Local Plan 2011.
