The property is located within the early second phase (1878 - C.H. Howell) of the Grade II listed former hospital and is sensitive to alteration. The proposed lowering of the sill to create a doorway in this location would undermine the pattern of openings on the building, eroding the character of this wing which is mirrored to the north and harming the character and appearance of the listed building. The harm would not constitute total loss of interest and it therefore constitutes less than substantial harm with regard to the tests of paragraph 134 of the National Planning Policy Framework 2012. However, the harm is not outweighed by a public benefit and is therefore not appropriate. As a result the proposal is contrary to saved Policy CON3 of the adopted South Oxfordshire Local Plan 2011, to Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and to the National Planning Policy Framework.
