That, having regard to the position, size and scale of the proposed building, the development would be unduly prominent and intrusive in the street scene and at odds with the established open frontages along York Road to the detriment of the character and appearance of the area. The development would be contrary to policies CSQ3 of the South Oxfordshire Core Strategy 2027 and saved policies G2, D1 and H13 of the South Oxfordshire Local Plan 2011, and advice contained within sections 7.1.1, 3.3.1 and 6.3.10 of the South Oxfordshire Design Guide 2008.
