The proposed development would involve building new dwellings on part of an important open space, thereby failing to preserve or enhance the character and appearance of the Watlington Conservation Area and would have an adverse impact on the setting of the Grade II* listed church. There would be insufficient public benefits derived from the development to outweigh this harm. As such, the proposal would be contrary to Policy CSEN3 of the South Oxfordshire Core Strategy and Policies CON5 and CON7 of the South Oxfordshire Local Plan 2011.
