Planning policy seeks to protect essential community facilities from changes of use which would result in their loss. The change of use of the public house (class A4) to mixed use of residential and bed and breakfast, would result in the loss of an essential community facility. There is insufficient evidence at this time to suggest that the public house business is not viable as justification for the loss of a valued community facility. As such, the proposal is contrary to policies CF1 and E5 of the South Oxfordshire Local Plan 2011 and CSR3 of the South Oxfordshire Core Strategy 2031.
