The subdivision of the plot at no.37, to create a separate residential property
would result in a cramped form of development providing inadequate private amenity spaces for the existing and proposed dwellings. As such, the scheme would not respect the existing settlement pattern and it would unacceptably harm the character and appearance of the locality, contrary to Policies G2, D1, D3 and H4 of the South Oxfordshire Local Plan 2011, Policies CSHEN1 and CSQ3 of the South Oxfordshire Core Strategy and advice contained within the South Oxfordshire Design Guide.
Having regard to the limited plot size and topography of the site, the proposal would not be able to provide adequate off-street parking provision for either the existing or the proposed dwelling and no visibility splays have been provided. As such, the proposal would increase the risk of obstructive parking within the residential cul-de-sac and it would be prejudicial to highway safety, contrary to Policies D1, D2, T1 and T2 of the South Oxfordshire Local Plan 2011 and advice within the South Oxfordshire Design Guide.
