The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

The agreed measures shall be kept in place during the entire course of development.

Before the proposed access is first used, the existing accesses onto the highway shall be permanently stopped up by the means of reinstatement of the highway verge and proposed planting to the approval of the Local Planning Authority and in accordance with the local highway authority's specifications. Thereafter the closed accesses shall not be used by any vehicular traffic whatsoever.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the dwelling and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level.
Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
The first floor bathroom windows in the side elevations of the dwelling hereby permitted shall be glazed in obscure glass, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter.

Reason: To prevent increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity and to safeguard the occupants of the approved dwelling in accordance with the National Planning Policy Framework.
That the development should be carried out and retained in accordance with the mitigation measures set out in the accompanying Flood Risk Assessment Version 1.0, dated October 2015 unless otherwise agreed in writing by the Local Planning Authority.
