Conditions / Refusal Reasons
That there is no essential need for an agricultural worker to reside on the site. The retention of the caravan for residential accommodation in a location outside of a village or town is therefore contrary policy H15 of the South Oxfordshire Local Plan; policies CS1, CSR1 and CSS1 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework regarding the appropriate location of new housing and the presumption in favour of sustainable development.

As there is no essential need for an agricultural worker to reside on the site, the retention of the caravan constitutes an unnecessary and harmful encroachment of development into an isolated countryside location in the Chilterns Area of Outstanding Natural Beauty. It is therefore contrary to policy CSEN1 of the South Oxfordshire Core Strategy; policies G2 and G4 of the South Oxfordshire Local Plan; and government guidance contained in the National Planning Policy Framework aimed at protecting the countryside, valued landscapes and the Areas of Outstanding Natural Beauty.
