outline development of up to 35 dwellings with access, garages and landscaping. (as amended by drawing no 3298-104C and revised planning statement accompanying Agent's email dated 8 December 2015 which increases the number of units from up to 27 to up to 35).
Conditions / Refusal Reasons
The application site is not a site allocated for development in a Development Plan, including any adopted Neighbourhood Plan, it is not considered an infill site within the built up limits of the settlement and does not accord with the District's clear strategy for growth and necessary infrastructure. The proposal would amount to an unwarranted extension and encroachment into the adjacent countryside detracting from the rural character, landscape setting and natural beauty of the Chilterns Area of Outstanding Natural Beauty of this part of the village. The proposal is unacceptable in principle. The development is therefore contrary to policies CSS1, CSR1, CSH1, CSEN1 and CSI1 of the adopted South Oxfordshire Core Strategy, saved policies G2, G4, C4 and H4 of the adopted South Oxfordshire Local Plan 2011 and does not represent sustainable development as outlined in the NPPF.
That the proposal fails to secure affordable housing to meet the needs of the District contrary to policies CSH3 of the adopted South Oxfordshire Core Strategy and wider guidance contained within the National Planning Policy Framework. It is acknowledged this reason for refusal could be overcome through the provision of a suitable Section 106 legal agreement.
The proposal fails to provide adequate services and facilities to meet the needs of the development contrary to saved policies C6, R2, R3, R6 and D12 of the adopted South Oxfordshire Plan 2011 and policies CSG1, CSI1 of the adopted South Oxfordshire Core Strategy. Insufficient information has been submitted with the application to demonstrate that the development proposals can achieve no net loss for biodiversity. As such the proposal is contrary to Policy CSB1 of the adopted South Oxfordshire Core Strategy. It is acknowledged this reason for refusal could be overcome through the provision of adequate additional information.
