The application site forms part of a substantial open gap beyond the main built up area of the village. The proposal would not constitute the infilling of an appropriate small gap and would result in the undesirable consolidation of the existing built form detracting from the attractive approach to the village and the loose knit semi-rural character and appearance of this part of Beech Lane as well as the landscape qualities of the Chilterns Area of Outstanding Natural Beauty. As such the development would fail to accord with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, Policies G2, G4, C4, H4 and D1 of the South Oxfordshire Local Plan 2011 and Policies H10 and D1 of the Woodcote Neighbourhood Plan.
The application proposal fails to provide a sufficient number of off-street parking spaces in association with the development contrary to Policy T8 of the Woodcote Neighbourhood Plan.
The application proposal fails to secure affordable housing provision to meet the needs of the District contrary to Policy CSH3 of the South Oxfordshire Core Strategy.
The application proposal fails to secure financial contributions to support infrastructure improvements to the junction of Beech Lane and Wood Lane contrary to Policy T5 of the Woodcote Neighbourhood Plan.
