Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 101A, 202A, 203A and 201C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building(s). Reason: In the interests of the visual appearance of the development in accordance with Policy CSR1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2 and D1 of the South Oxfordshire Local Plan 2011.

A detailed scheme for protecting the flats and neighbouring properties from the external noise environment of the area shall be submitted to and approved in writing by the Local Planning Authority prior to the occupation of the flats. The scheme shall be designed, specified and constructed so that the sound insulation performance of the structures and the layout of the flats is such that the both internal/habitable noise levels as well as noise levels for outdoor amenity space noise levels do not exceed the values detailed in both Table 4 and relevant provisions of BS 8233:2014 'Guidance on sound insulation and noise reduction for buildings'. An alternative means of ventilating the properties may be required to ensure that the minimum level of ventilation required by Building Regulations can be achieved without the need to open windows. This may involve forced mechanical ventilation. Thereafter the development shall not be carried out other than in accordance with the approved scheme which shall be completed before any part of the accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing. Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order) no windows shall be constructed in the east or west elevation of the building other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly in accordance with Policy D4 and H4 of the adopted South Oxfordshire Local Plan.
