That the introduction of a backland development to this part of Church Road would be out of keeping with the established character of houses fronting the road with large rear gardens. The associated, extensive areas of hardstanding and the prominent access drive would be dominant and intrusive and would seriously diminish the attractive character of this part of the village. Furthermore, allowing the dwelling would serve as a precedent for similar backland schemes and the repetition of such development would be very damaging. The development is therefore visually intrusive and out of character with the surrounding area contrary to saved Policies G2, D1 and H4 of the adopted South Oxfordshire Local Plan 2011, to Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and to South Oxfordshire Design Guide principles.
That, owing to its proximity to the site boundaries and to neighbouring properties the development proposed would constitute a cramped and oppressive form of development resulting in unsatisfactory standards of residential amenity for the occupiers of the bungalow and for the occupiers of adjacent properties. The dwelling would also be overlooked from the first floor windows of the neighbouring properties resulting in an unsatisfactory level of privacy for the occupants of the proposed dwelling. The development is therefore contrary to saved Policies H4 and D4 of the adopted South Oxfordshire Local Plan.
That the access to the site and the turning and parking areas would be in close proximity to the host dwelling and to No.22 Church Road and would be unneighbourly by reason of noise, disturbance and car lights, contrary to saved Policies H4, EP2 and EP3 of the adopted South Oxfordshire Local Plan 2011.
