This application would result in the loss of historic fabric and a negative alteration to the character and appearance of the listed buildings contrary to saved South Oxfordshire Local Plan policy CON3 and South Oxfordshire Core Strategy policy CSEN3. In addition, the harm that would result would not be outweighed by public benefit or viable use of the buildings given that alternatives have not been explored and secondary glazing is considered to provide improved performance of the openings without loss of special interest. As such the proposal is also contrary to guidance contained within the National Planning Policy Framework.
