As part of the installation of television aerials, satellite dishes, telephone antenna and similar equipment and service runs, each block of flatted or maisonette units shall only be served externally by a single aerial, dish, or antenna, should it be required, the details of which shall be submitted to and approved in writing by the Local Planning Authority. Reason: To prevent the proliferation of telecommunication facilities in the interests of visual amenity in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development a scheme for the soft landscaping of the outdoor amenity space for Unit 27 shall be submitted to, and approved in writing by, the Local Planning Authority. The development shall then be carried out in accordance with the approved details. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

That the development shall not be occupied until surface water drainage works have been carried out in accordance with details set out in the Flood Risk Assessment Addendum and Drainage Strategy Addendum, and additional information that has first been submitted to, and approved in writing by the Local Planning Authority detailing: i) Suds system design related to calculations based on recorded permeability results; ii) Timing/phasing of the work; iii) Suds maintenance and management proposals including responsibility for future maintenance. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

That no impact piling shall be used during the course of construction of any of the buildings unless a method statement has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the amenity of neighbouring residents in accordance with Policies EP2 and E8 of the South Oxfordshire Local Plan 2011.

In accordance with BS4142, the rated noise level produced by night time (2300 - 0700 hours) plant shall not exceed 35 dBA measured or calculated 1m from the facade of the nearest affected noise sensitive windows. Furthermore no construction or demolition work shall take place at the premises except between the hours of 8am and 6pm on Mondays to Fridays and 8am to 1pm on Saturdays. No construction or demolition work shall be undertaken on Sundays and Public Holidays. Reason: To safeguard the amenity of neighbouring residents in accordance with Policies EP2 and E8 of the South Oxfordshire Local Plan 2011.

Prior to occupation of any development details of any external lighting shall be submitted to and approved in writing by the Local Planning Authority, based on guidance from ILE 1991. Thereafter the lighting shall be installed and maintained in accordance with the agreed details. Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

Unless otherwise agreed in writing by the Local Planning Authority 'LPA', the development shall not be occupied until the approved Townlands Hospital remediation scheme dated July 2014 has been implemented in full in relation to the land subject of this application and the remediation validation report has been agreed upon in writing by the Local Planning Authority. Reason: To ensure that risks from land contamination to future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development, a Parking Management Plan for construction parking shall be submitted to, and approved in writing by, the Local Planning Authority. Prior to the occupation of the development a Parking Management Plan for the operational parking at the site post construction shall be submitted to, and approved in writing by, the Local Planning Authority. Thereafter the development shall be operated in accordance with the approved details. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

That prior to the occupation of the development hereby permitted the measures set out within the Care Home, Assisted Living and Key Worker Units Green Travel Plan (dated June 2012 and approved under application P12/S1424/FUL) shall be implemented; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.

Prior to the first occupation of each building, the parking and turning areas serving that building shall be provided in accordance with the approved plans and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except, for the parking of vehicles, at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the Method Statement Bats contained in chapter 6 of the Updated Baseline Ecological Survey & Baseline Bat Survey (Elizabeth Mckay, July 2015) submitted within the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist providing evidence to demonstrate that the mitigation has been completed according to the approved method statement. Reason: To protect the important species on the site in accordance with policy C8 of the South Oxfordshire Local Plan 2011 and CSB1 of the Core Strategy.

The units which are designated as 'assisted living' premises shall be occupied by: - persons aged 55 and over; - persons living as part of a single household with such a person or persons; - persons who were living as part of a single household with such a person or persons who have since died. No unit shall be permanently occupied by any person or persons aged 16 and under. Reason: To ensure development meets the District's housing needs in accordance with Policy CSH4 of the Core Strategy.

The repair, refurbishment and conversion of the two historic buildings known as the "Workhouse" and the "Range" shall be commenced within 12 months of development being commenced on this site and be completed before the occupation of the first 'new build' dwelling to be constructed on this site. Reason: To secure the retention of listed buildings on the site in accordance with Policy HEN 1 of the South Oxfordshire Local Plan 2011.
