Conditions / Refusal Reasons
That the site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the City and to preserve the countryside outside it. The proposed use is urban in its appearance and contrary to both the openness and rural character of the Green Belt. The applicant has not demonstrated 'very special circumstances' that would clearly outweigh the harm to the Green Belt by reason of inappropriateness. The development is therefore contrary to policy GB4 of the South Oxfordshire Local Plan; policy CSEN2 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at protecting the openness and character of the Green Belt.

That the proposed use is urban in its appearance and therefore detrimental to the rural landscape character and appearance of the countryside contrary to policies G2 and G4 of the South Oxfordshire Local Plan; policy CSEN1 of the South Oxfordshire Core Strategy; and government guidance contained in the National Planning Policy Framework aimed at protecting valued landscapes.
