Due to its excessive scale, massing and inappropriate design, the council considers that the proposed extension would cause significant harm to the historic cottage character of the listed building. There is inadequate justification provided to demonstrate that this harm would be outweighed by any public benefits. As such, the proposal conflicts with Policies CON2 and CON3 of the South Oxfordshire Local Plan 2011; Policy CSEN3 of the South Oxfordshire Core Strategy and advice within the National Planning Policy Framework.
