Having regard to the design and scale of the proposed dormer window, the proposal would represent a visually incongruous and inappropriate form of development, at odds with the traditional architectural form of the historic terrace. As such, the proposal would fail to preserve or enhance the special historic character of the Henley Main Conservation Area, contrary to Policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy; Policies CON7, G2, D1 and H13 of the South Oxfordshire Local Plan 2011 and advice within the supplementary South Oxfordshire Design Guide and the National Planning Policy Framework.
