As such, the District Council considers that the office building comprises part of a listed building by virtue of S.1(5) of the Planning (Listed Buildings and Conservation Areas) Act 1990. Therefore, the proposed change of use does not fall within permitted development as defined by Part 3, Class O (f) of the Town and Country Planning (General Permitted Development) Order 2015.
