Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 392 1 Existing Elevations, 392 Block Plan, 392 03 Rev A and 392 02 Rev A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and H13 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained in the Arboricultural Assessment, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The dormer windows in the south elevation of the development hereby permitted shall be glazed in obscure glass, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation. The openings shall be retained as such thereafter, unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the development is not unneighbourly and to safeguard residential amenity in accordance with Policiy H13 of the South Oxfordshire Local Plan 2011.

The dormer windows in the north elevation of the development hereby permitted shall be glazed in obscure glass, and the openings shall be retained as such thereafter, unless otherwise agreed in writing by the Local Planning Authority. Prior to the installation of the dormer windows in the north elevation, details of the top-hung windows with opening mechanism and restrictors, or equivalent measures, shall be submitted and approved in writing by the Local Planning Authority. Prior to the first occupation of the dressing room and bedroom / study shown on DWG 15/392/02 Rev A, the openings shall be installed in accordance with the subsequently approved details, and maintained as such thereafter. Reason: To ensure that the development is not unneighbourly and to safeguard residential amenity in accordance with Policies D4 and H4 or H13 of the South Oxfordshire Local Plan 2011.

The cill level of the roof lights in the north elevation shall be at least 1.7 metres above the floor level of the associated rooms and shall be retained as such. Reason: To ensure that the development is not unneighbourly in accordance with Policies H4 and D4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plans shall be inserted in the upper floors of the north and south elevations or roof planes of the development hereby permitted without the prior written permission of the Local Planning Authority. Reason: To safeguard the amenities of adjoining occupiers in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.
