The proposed development is located on a historic burgage plot, associated with the High Street, within the Thame Conservation Area. The height, size, siting and design of the proposed development would result in a cramped form of development within the site and would fail to preserve the character and appearance of the Conservation Area and the open character and historic integrity of the burgage plot. As a result, the proposal would be contrary to Policies G2, D1, H13, CON7 and CON10 of the South Oxfordshire Local Plan 2011, CSQ3 and CSEN3 of the South Oxfordshire Core Strategy, ESDQ16, ESDQ17 and ESDQ20 of the Thame Neighbourhood Plan and guidance contained within the South Oxfordshire Design Guide 2008 and the National Planning Policy Framework.
