Conditions / Refusal Reasons
Having regard to the location of the site in Flood Zones 2 and 3, the proposal fails to meet the requirements of the Sequential and Exception tests as set out in the National Planning Policy Framework. There are other sites within the local area that should come forward before this site is developed and the proposal therefore fails to meet the sequential test. In addition, in the absence of an adequate Flood Risk Assessment, it has not been demonstrated that the development would have an acceptable impact on floodplain storage or provide a safe route of access or egress. As such, the proposal would be contrary to Policy G2 of the South Oxfordshire Local Plan 2011 and the National Planning Policy Framework.
