The proposal would represent a cramped and contrived form of development and would not be in keeping with the general character of the area. The proposed development would fail to reflect local distinctiveness or conserve the character and appearance of the conservation area and would be contrary to Policies CON7, G2, D1 and H4 of the South Oxfordshire Local Plan 2011, policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy and Government guidance in the National Planning Policy Framework.
The proposed development would have an oppressive and overbearing impact on the neighbouring property at No.6 Hurdlers Green and would have an adverse impact on the amenity of the occupants of this property contrary to policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011.
Having regard to the location of the site in Flood Zone 2, the proposal fails to meet the requirements of the Sequential test as set out in the National Planning Policy Framework. There are other developable sites within Watlington and the rest of the District that are located within Flood Zone 1 and the proposal therefore fails to meet the sequential test. As such, the proposal would be contrary to Policy G2 of the South Oxfordshire Local Plan 2011 and the National Planning Policy Framework.
