Conditions / Refusal Reasons
The development hereby permitted shall begin not later than two years from the date of approval of the last of the reserved matters to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the attached plan schedule dated 5 May 2016. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P16/S2538/DIS

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2 and D1 of the South Oxfordshire Local Plan 2011. Related application(s): P16/S2538/DIS

Notwithstanding the content of the approved plans referred to in Condition 2 and prior to the commencement of the development hereby permitted, a scheme for the provision of a footpath alongside or adjacent to the Cuttle Brook including details of the alignment, surface materials and a timetable for implementation shall be submitted to and approved in writing by the LPA. Thereafter the footpath shall then be constructed in accordance with the approved details. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H4, G2 and D1 of the South Oxfordshire Local Plan 2011. Prior to the occupation of the development, the parking areas shall be provided in accordance with the submitted plan Drawing 14.073.100 Rev 20 and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: in the interest of highway safety and in accordance with Policy T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

The garages hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any development (including demolition works), a Construction Method Statement shall be submitted to and approved in writing by the Local Planning Authority. The approved Statement shall be complied with throughout the construction period, and shall provide details of the following: 1. Vehicle parking facilities for construction workers, other site operatives and visitors; 2. Site offices and other temporary buildings; 3. Loading and unloading of plant and materials; 4. Storage of plant and materials used during construction; 5. Vehicle wheel washing facilities; 6. Measures to control the emission of dust and dirt; 7. A scheme for recycling and/or disposing of waste materials arising from the demolition and construction works; 8. Installation and maintenance of security hoarding/fencing. Reason: In the interests of residential amenity and highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

In connection with the implementation of this permission no construction works shall take place outside the hours of 8:00am to 18:00 Mondays to Fridays and 8:00 to 13:00 on Saturdays. Works shall not take place at all on Sundays or Bank Holidays. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development revised tree pit details for trees planted within or immediately adjacent to hard surfaced areas shall be submitted to and approved in writing by the Local Planning Authority. Thereafter those trees shall be planted in accordance with the approved details. Reason: To secure the longevity of the relevant trees in accordance with Policy C9 of the adopted South Oxfordshire Local Plan 2011.

That the design specification, glazing and ventilation requirements shall be implemented/installed in accordance with details provided in "Environmental Noise Survey Assessment dated 26/06/2015" prior to the first occupation of the dwellings hereby permitted. Reason: To ensure satisfactory standards of residential amenity in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.

Details of all boundary walls, fences and any other means of enclosure shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of any development. All such approved means of enclosure shall be erected prior to the first occupation of the relevant development. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
