The proposed storage of aggregates and cement would introduce a commercial activity to the site and would be unacceptable in principle. The development on the site and associated activity would detract from the rural and undeveloped nature of the site and would be harmful to the character of the surrounding area. As such, the proposal would be contrary to policies CSEM4 and CSEN1 of the South Oxfordshire Core Strategy and policies E5, G2 and G4 of the South Oxfordshire Local Plan 2011.

Insufficient information has been submitted to determine if the proposed storage of aggregates and cement and associated activity would result in damage to a population of protected species or important habitats. As such, the proposal would be contrary to policies CSB1 of the South Oxfordshire Core Strategy, policies C6, C7 and C8 of the South Oxfordshire Local Plan 2011 and Government guidance in the National Planning Policy Framework.

Insufficient information has been submitted to demonstrate that the proposed storage of aggregates and cement and associated activity would not increase the risk to highway safety to the detrimental impact upon users of the highway. As such, the proposal would be contrary to policy T1 of the South Oxfordshire Local Plan 2011 and Government guidance in the National Planning Policy Framework.
