The application site is not a suitable infill plot and the principle of a new dwelling on the site is unacceptable. The proposal would result in an undesirable intensification and consolidation of existing sporadic residential development in the countryside and would detract from the rural character of this part of the Chilterns Area of Outstanding Natural Beauty. As such, the development would be contrary to policies CSS1, CSR1 and CSEN1 of the South Oxfordshire Core Strategy and policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011.

Insufficient detail has been submitted for the council to make an informed judgement on the impact of the development on trees that are the subject of a Tree Preservation Order and are of amenity value to the area. As such, the proposal could threaten the health and longevity of the trees, which would be harmful to the character and appearance of the site and surrounding area and would be contrary to policies G2 and C9 of the South Oxfordshire Local Plan 2011 and policy CSEN1 of the South Oxfordshire Core Strategy.
