The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 001, 002, 001 and LOC-001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development hereby approved a schedule of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse or the provision of any building within the curtilage of the dwellinghouse as described in Schedule 2, Part 1, Class A and Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The occupation of the bungalows hereby approved shall be limited to members or retired members of the Showmen's Guild and their dependants, or the widow or widower of such a person. Reason: This permission is only granted having regard to the exceptional circumstances of the application as new residential development in the countryside will not normally be permitted having regard to Policy CSR1 of the South Oxfordshire Local Plan 2011.

The foul drainage to be provided in association with the development hereby approved shall be connected to the mains sewer prior to the occupation of the dwellings hereby approved. Thereafter the foul drainage shall remain connected to the mains sewer. Reason: To reduce the likelihood of pollution in accordance with Policies G2, EP6 and EP7 of the South Oxfordshire Local Plan 2011.

Following the implementation of the development hereby approved, the maximum number of pitches to be provided within the red edged area of the application site shall be limited to 11 and the maximum number of caravans to be sited within the red edged area of the application site shall be limited to 17. Reason: To ensure that there is no intensification in the residential use of the site having regard to the site's location in accordance with Policies G2, G3, G4 and D1 of the South Oxfordshire Local Plan 2011.
