Conditions / Refusal Reasons
That, having regard to the design, scale and proportions of the proposed new dwelling in relation to the scale and design of Challis Farm and other properties along Fieldside,the proposed development would fail to preserve or enhance the character and appearance of the Long Wittenham conservation area or the surrounding village character of Long Wittenham contrary to policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy and policies H4, D1 and Con 7 of the South Oxfordshire Local Plan.

Whilst the existing building is not of historic interest in itself, it does correspond to the historic plan of this farm complex and as such is considered to have an important role in the setting of the adjacent listed building and contributes to the character and appearance of the Long Wittenham conservation area. As such, demolition without an appropriate replacement would erode this setting and character which would be contrary to policies CON5 and CON6 of the South Oxfordshire Local Plan 2011.

The proposed dwelling is substantially larger than the existing barn structure, particularly in ridge height and would inappropriately dominate the existing site, eroding the status of the main listed farmhouse within the site context and harming the setting of the listed building contrary to the National Planning Policy Framework advice and policy CSEN3 of the SOCS and Con 5 of the SOLP.
