The undeveloped site makes a valuable contribution to the rural character of the centre of the village and is historically important being part of the old village green. It is an open space which enhances the character of the designated Conservation Area and the setting of surrounding listed buildings. The development of the site consisting of the erection of a detached dwelling and the creation of a vehicular access, which would necessitate substantial alterations to the stone boundary wall fronting The Green, would erode those features that contribute to a number of designated assets and would constitute substantial harm to their significance. The provision of one dwelling would not serve to outweigh the harm that residential development of this site would cause. As such, the proposal fails the test of Paragraphs 133 and 134 of the NPPF and is contrary to Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and saved Policies D1, G2, CON5, CON7 and H4 of the adopted South Oxfordshire Plan 2011.
