The mobile home hereby permitted shall only be occupied by the applicant Mrs A. McDonagh and her immediate family. At the expiration of a period of 3 years from the date of this permission the use of the land as specified in the application shall cease and all structures, chattels and development associated with the use shall be removed from the land (for the avoidance of doubt, this includes mobile homes, touring caravan, Reason: This permission for an inappropriate development within the Green Belt is granted due to very exceptional circumstances, which are temporary and personal in nature. These circumstances must be assessed at the end of the period by a future application can take into account the impact of the development on the Oxford Green Belt in accordance with CSH5 and CSEN2 of the South Oxfordshire Core Strategy 2027 and D4, H15 and H17 of the South Oxfordshire Local Plan 2011. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 01299-10 rev 2, 01299-2 rev 3 and 01299-5 rev 1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P17/S0116/DIS

The mobile home hereby permitted shall be of the format and materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies GB4, G2 and D1 of the South Oxfordshire Local Plan 2011. The touring caravan shown on the approved plan shall not be used as additional residential accommodation. Reason This permission for an inappropriate development within the Green Belt is granted due to very exceptional circumstances of the applicant, additional residential accommodation on the site would not be so justified. To ensure the openness of the Oxford Green Belt in accordance with Policy G4, C4, GB4 AND H15 of the South Oxfordshire Local Plan 2011 and Policy CSH5 and CSEN2 of the South Oxfordshire Core Strategy 2027.

Details of all boundary walls, fences and any other means of enclosure shall be submitted to and approved in writing by the Local Planning Authority prior to the occupation of the mobile home. All such approved means of enclosure shall be erected within three months of details being approved in writing. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies GB4, G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the building shown on the approved plans and the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and openness of the Oxford Green Belt in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies GB4, G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order) the erection or construction of gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and openness of the Oxford Green Belt in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies GB4, G2 and D1 of the South Oxfordshire Local Plan 2011.

The proposed vision splay shall be formed, laid out and constructed in accordance with detailed plans which shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the mobile home and the vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the mobile home hereby approved a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, sustainably drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1, T2 and EP6 of the South Oxfordshire Local Plan 2011.

The landscaping scheme as shown on the approved plan 299/2 shall be implemented within the first planting season of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings and in the interest of visual amenity in accordance with Policy CSQ3 and CSEN2 of the South Oxfordshire Core Strategy 2027 and Policies GB4, G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The mobile home hereby permitted shall not be occupied until foul drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
