Conditions / Refusal Reasons
Having regard to its scale, siting and plot coverage, the new dwelling would represent a visually intrusive form of development within the street scene, also closing an important open space to the detriment of the setting of a non-designated heritage asset. As such, the proposal would fail to preserve or enhance the special historic interest of the Henley St Marks Road Conservation Area, contrary to Policies CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, CON7, D1, D2 and H4 of the South Oxfordshire Local Plan 2011 and advice contained within Paragraph 134 of the NPPF
The proposed dwelling would have a harmful impact upon the future growth potential and amenity value of the trees at the adjacent property, which serve as direct replacements for removed trees that were covered by a tree preservation order. As such, the proposal would be contrary to Policies CSEN1 and CSEN3 of the South Oxfordshire Core Strategy and Policies G2, C9, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011
Having regard to its scale and siting, the proposed dwelling would result in an unacceptable loss of daylight and sunlight with respect to the living accommodation at the lower ground floor flat at no. 29 Vicarage Road, thereby detracting from the living conditions of these neighbouring occupiers. As such, the proposal would be contrary to Policy CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D1, D4, and H4 of the South Oxfordshire Local Plan 2011
