The proposed development would constitute an excessive amount of built form on the site. There is limited space on this site to accommodate two dwellings, which would result in a cramped form of development. As such, the proposal would detract from the character and appearance of the surrounding area, in conflict with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D1 & H4 of the South Oxfordshire Local Plan 2011 and advice contained within Sections 3 and 5 of the South Oxfordshire Design Guide 2008 and at paragraph 64 of the NPPF.
The proposed development would lead to a substandard relationship between the northernmost plot and the adjoining dwelling at No.11 The Ridgeway. In particular, the proximity of the side walls of that proposed dwelling to the southern boundary of the rear garden of this adjoining dwelling would lead to an overbearing and oppressive relationship, reducing the open rear aspect for the adjoining occupiers. There would also be mutual overlooking between existing first floor windows of No.11 and the proposed upper floor windows of the northernmost plot and of respective rear gardens and a resultant loss of privacy. As such, the proposal would detract from the living conditions of existing occupiers of No.11 and future occupiers of the northenmost plot and would be contrary to Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011 and advice contained within Section 3 of the South Oxfordshire Design Guide 2008.
