The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H4 and D1 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 032/PA04/010 and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies H4, D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
Before the proposed access is first used, the existing access onto Heathfield Avenue shall be permanently stopped up by the means of reinstatement of the highway verge and proposed planting to the approval of the Local Planning Authority and in accordance with the local highway authority's specifications. Thereafter the closed access shall not be used by any vehicular traffic whatsoever.
Reason: In the interest of highway safety in accordance with Policies T1 and H4 of the South Oxfordshire Local Plan 2011.
The home office hereby permitted shall not be used at any time other than for purposes ancillary to the residential use of the dwelling known as The Briars.
Reason: To safeguard the amenities of nearby occupiers and the area generally and to ensure sufficient parking is provided on the site in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H4, D2, T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby permitted, the window to bedroom 4 on the first floor of the north (rear) elevation of the dwelling shall be obscure glazed up to a level of 1.7m above the floor level of the room the window serves. The window shall either be a fixed shut non-opening window or shall be openable only at a height of 1.7m above the floor level of the room that the window serves. The window shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies G2 and D4 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation occupation of the development hereby approved, the recessed window to bedroom 2 in the rear elevation of the dwelling shall be constructed as shown on the approved plans. The window shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies G2 and D4 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no windows, roof lights or other openings other than those shown on the approved plans shall be inserted in the first floor of the north (rear) elevations of the development hereby permitted.
Reason: To safeguard the amenities of adjoining occupiers in accordance with Policies D4 and H4 of the South Oxfordshire Local Plan 2011.
