Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 100100-C, 001, 2521-2, 2521-1, 002, 2521 and 100101-A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified within the submitted application form and plans hereby approved, or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and H4 of the South Oxfordshire Local Plan 2011.

Prior to first occupation of the development hereby approved, a letter from the project ecologist shall be provided, to demonstrate that the bat mitigation strategy required under Condition 6 of Planning Permission ref: P14/S0682/FUL has been complied with in all respects. For the avoidance of doubt, the agreed measures included: 1)Retention of traditional, hand-made clay tiles on new roof 2) New dwelling in roughly the same footprint and orientation as the existing house 3) Timing of demolition to avoid the summer activity period (demolition only from September to April, inclusive) 4) Bats not to be left without a roost site, i.e. roof of new dwelling to be completed and in place by 1st May. 5) Survey by an ecologist to confirm absence of bats prior to commencement of works 6) Removal of roof tiles by hand under supervision of an ecologist 7) Contractors fully briefed and constant vigilance by contractors for bats or evidence of bats during works 8) Erection of three Schwegler 2F bat boxes on mature trees within the garden 9) Avoidance of external lighting and (where necessary) sensitive lighting design. Reason: To protect the habitats of bats which are a protected species under the Wildlife and Access to the Countryside Act 1981, and in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies G2, C6, C8 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the works hereby approved, the tree protection meausures outlined within the submitted Tree Report by Sarah Venners dated March 2014, shall be implemented and kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order), no development as specified in Schedule 2, Part 1, Classes A - Extensions, B - Roof Extensions, E - Outbuildings shall be undertaken without the prior written permission of the Local Planning Authority. Reason: The specific circumstances of this site warrant the Local Planning Authority having control over any further development as specified in the condition in the interests of amenity and in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and H4 of the South Oxfordshire Local Plan 2011.
