Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, TBCE 100, TBCE 102, TBTC 103, TBTC 104, TBTC 114, TBTC 115, TBTC 116 and TBTC 117, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Prior to the commencement of development detailed plans showing the existing and proposed ground levels of the site together with the slab and ridge levels of the proposed development, relative to a fixed datum point on adjoining land outside of the application site, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and R3 of the South Oxfordshire Local Plan 2011.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and R3 of the South Oxfordshire Local Plan 2011.
The development hereby permitted shall not be occupied until it can be demonstrated that it has achieved at least a BREEAM Very Good standard.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy CSQ2 of the South Oxfordshire Core Strategy 2027.
The development hereby approved shall be designed and constructed to meet Secure by Design Part 2 Standards for physical security.
Reason: To reduce the opportunity for crime in accordance with Policies G2, D6 and R3 of the South Oxfordshire Local Plan 2011.
A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policies G2, R3 and T1 of the South Oxfordshire Local Plan 2011.
The building hereby approved shall be used only for the sporting and community purposes specified on the application forms and supporting documents accompanying this application. The building shall not be used for any other purposes whatsoever unless otherwise agreed in writing by the Local Planning Authority.
Reason: A general unrestricted use of the building would not be appropriate having regard to the function and location of the building in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D4 and R3 of the South Oxfordshire Local Plan 2011.
Details of measures to be adopted to acoustically insulate and ventilate the building for the containment of internally generated noise shall be submitted to the Local Planning Authority and approved in writing before development commences. This shall be assessed by an acoustic consultant who is at least an associated member of the Institute of Acoustics. Such details as may be approved shall be implemented as part of the development before the use commences, shall be retained thereafter and shall be maintained in good working order at all times.
Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policies G2, EP2 and R3 of the South Oxfordshire Local Plan 2011.
