The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P15/S2371/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, MAT 0.10, MAT 0.30, MAT 1.40B, MAT 1.45, MAT 1.50C, MAT 1.55B and MAT 1.30D, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. NB: For the avoidance of doubt the three bed dwelling adjacent to 10 Brinkinfield Road is unit 1 and the 4 bedroom dwelling adjacent to 63 High St is unit 2. Related application(s): P15/S2371/DIS

Prior to the commencement of the development hereby approved samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the accesses, parking and turning areas shall be provided in accordance with the approved plan MAT-1.30D and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except to gain access to the dwellings and for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The scheme shall be serviced by a SUDS based surface water drainage system, details of which shall be submitted to and approved in writing by the Local Planning Authority prior to the commenncement of development on the site. The dwellings shall not be occupied until the approved surface water drainage works have been carried. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plan(s) shall be inserted in the side elevation of the unit 1 hereby permitted. Reason: To ensure the Local Planning Authority retains control over any future development to protect the amenity of occupants of 10 Brinkinfield Road in accordance with saved Policy H4 of the South Oxfordshire Local Plan 2011.

That those buildings shown to be demolished on the plans accompanying the application shall be demolished, and any demolished material which is not to be utilised in the new development shall be removed from the land, before the development hereby permitted commences, and this provision shall apply unless an alternative scheme for the phased demolition of the building(s) and removal of materials is first submitted to and approved in writing by the Local Planning Authority. Reason: To ensure satisfactory comprehensive development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of the dwellings hereby approved as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development to protect the amenity of occupants of 10 Brinkinfield Road and 63 High Street in accordance with saved Policy H4 of the South Oxfordshire Local Plan 2011.
