The proposed development makes no provision for private amenity space in connection with the creation of a separate self-contained unit of residential accommodation. This is contrary to housing policy H11 of the South Oxfordshire Local Plan and therefore contrary to policy TSM5 relating to the creation of self-catering holiday accommodation.
The creation of a separate self-catering unit of holiday accommodation for independent occupation from the principal dwelling is contrary to the character of the surrounding area. This is contrary to policy TSM5 of the South Oxfordshire Local Plan.
The location of the development in a suburban street away from the Henley-on-Thames town centre and conservation area is not an appropriate location for the provision of tourist accommodation aimed at supporting a prosperous tourist industry based on the conservation and enjoyment of the inherent qualities and heritage of the area. The development is therefore contrary to policies CSEM1 and CSHEN1 of the South Oxfordshire Core Strategy; policy TSM1 of the South Oxfordshire Local Plan; and government guidance contained in the National Planning Policy Framework relating to the provision of tourist facilities and accommodation.
