That having regard to the design, size and massing of the proposed two storey extension, the proposal represents an inappropriate and incongruous form of extension detracting from the character, appearance and detailing of the existing dwelling which is identified as a non-designated heritage asset and which is noted for its decorative side elevation within the Brightwell-cum-Sotwell Conservation Area Appraisal. The proposal would be detrimental to the visual amenities of the locality and erode the character of the Conservation Area contrary to policy CSEN3 of the South Oxfordshire Core Strategy and saved policies CON7 and H13 of the South Oxfordshire Local Plan and contrary to the aims of the Brightwell-cum-Sotwell Conservation Area Management Plan.
