The site lies in a relatively isolated and visually prominent location within the Chilterns Area of Outstanding Natural Beauty and no justification has been provided to demonstrate that the building is reasonably required for the purposes of agriculture. In the absence of such justification, the council considers that the proposed development is at odds with the previously undeveloped and unspoilt rural character and appearance of the site and it would fail to conserve or enhance the natural beauty and special landscape qualities of the Chilterns Area of Outstanding Natural Beauty. As such the proposal is contrary to policies D1, G2, G4, and A1 of the South Oxfordshire Local Plan 2011, Policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy and guidance contained within the NPPF.
