The application site lies beyond the edge of the settlement of Chinnor, it is not a site allocated for development in a Development Plan, including any Neighbourhood Plan and is not considered an infill site within the built up limits of the settlement. Furthermore, the application does not accord with the district's strategy for growth and necessary infrastructure. The proposed development is therefore contrary to policies CSS1, CSR1, CSH1 and CSI1 of the adopted Core Strategy. The development would extend into and encroach upon the adjacent countryside contrary to policies G2 and G4 of the adopted South Oxfordshire Local Plan 2011. Residential development of this scale on this site would be harmful to the character of the area and the surrounding landscape. In particular, the development would be at odds with the open field pattern that characterises the structure of the surrounding rural landscape, would fail to respect the settlement pattern of this part of Chinnor and would have an inappropriately urbanising impact on Lower Icknield Way. As such, the proposal would cause material harm to the character and appearance of the area and surrounding landscape. This is contrary to policies CSEN1 and CSQ3 of the adopted Core Strategy, policies G4, C4 and D1 of the adopted South Oxfordshire Local Plan 2011 and advice within the National Planning Policy Framework. Insufficient information has been provided to demonstrate that the proposed development would not be harmful to potential nearby populations and habitats of Great Crested Newts, a species covered by European Protected Species legislation. As such, the proposal is contary to Policies CSB1 and CSG1 of the adopted South Oxfordshire Core Strategy and Policy C8 of the adopted South Oxfordshire Local Plan 2011. That the proposal fails to secure affordable housing to meet the needs of the District contrary to policies CSH3 of the adopted Core Strategy and wider guidance contained within the National Planning Policy Framework.
