That the site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the City and to preserve the countryside outside it. According to the terms defined by the NPPF and South Oxfordshire Local Plan Policy H13, extensions to properties outside the limits of the larger villages and towns should be no greater than 40% of the original dwelling. The sum of accumulative extensions to this dwelling would constitute a disproportionate addition exceeding the 40% maximum volume of the original dwelling which would by definition be harmful to the openness of the Oxford Green Belt.
